INTERNATIONAL LEGAL REGULATION IN CREW ENSURING MARINE TRANSPORTATION AS THE BASIS OF NATIONAL MARITIME SECURITY

Abstract

The article examines the international legal acts that constitute the legal basis of international cooperation of states to ensure the safety of maritime transport and the role of the ship's crew in ensuring this issue. Despite the fairly large amount of achievements of the international community regarding the legal regulation of maritime safety, the level of accidents of the world's maritime fleet and harmful consequences for humanity and the natural environment still remains very high. The negative consequences that arise as a result of sea accidents of large sea vessels extend not only to the direct participants of the maritime enterprise, the sea vessel, its crew and passengers, ship owners, but also pollute and cause damage to coastal countries and the population, whose lives are exposed to danger due to sea accidents. Therefore, maritime safety is a component of state security, and strategic tasks and priorities for the development of the maritime industry should be defined in strategic documents at the national level of each world maritime country. The issue of maritime safety is an urgent issue at any time and needs to be resolved. Maritime transportation is an important link in the global world trade and economy. However, they also hide certain risks related to maritime safety. In this scientific article, we will consider the role of the crew in ensuring the safety of maritime transportation and analyze the main factors that affect safety on ships. In order to carry out safe transportation by sea, it is necessary to observe basic maritime safety measures. A necessary condition is the allocation of the role of the crew in sea transportation, which consists in ensuring the safety of the vessel, efficient navigation and the performance of all necessary actions to prevent possible maritime accidents. A necessary condition is the constant improvement of the crew's qualifications and provision of the most modern equipment that would help the crew to counter dangerous situations. The safety of maritime transport is extremely important, as maritime transport is one of the main modes of global freight transport.
